2006 Revised Comprehensive Plan  

The Home Rule Act requires the District government to develop a Comprehensive Plan. This plan is a general policy document that provides overall guidance for future planning and development of the city.  The first Comprehensive Plan was adopted in 1984 and 1985.  The plan is updated periodically.

The DC City Council adopted a revised Comprehensive Plan in December 2006.  It became effective March 8, 2007, after NCPC and Congressional review.  The 2006 Comprehensive Plan contains 25 chapters including an introduction, 13 "citywide" elements, 10 "area" elements, and an implementation element.  The area elements replace the ward plans of the previous plan, which was adopted in 1984 amended in 1998.

The 2006 Plan contains four new citywide elements: 1) Infrastructure, 2) Educational Facilities, 3) Arts and Culture, and 4) Parks, Recreation, and Open Space.  The new Implementation Element designates the DC government agencies responsible for various actions and establishes a timeline for actions required to implement the policies in the Plan.  The 2006 Plan also includes two maps: the Future Land Use Map and the Generalized Policy Map.
