Aubrey Thagard Capital Planning Manager
Aubrey has over a decade of experience in urban planning and economic development, with nearly another decade’s worth of experience in public policy development. Prior to joining the District of Columbia government, Aubrey worked in Jackson, Mississippi and Savannah, Georgia where he specialized in downtown planning and economic development. In 2002, Aubrey joined the DC Office of Planning as the Ward 8 Neighborhood Planning Coordinator, where he was the lead planner for projects such as the Anacostia Transit Area Plan, the St. Elizabeths Hospital East Campus Framework Plan and the Pennsylvania Avenue SE Corridor Plan. He also managed and chaired the CIP Technical Review Team for the Office of the City Administrator, which is responsible for providing recommendations for the Capital Improvement Plan Budget.
In the newly created position of Capital Planning Manager in the DC Office of Planning, Aubrey is responsible for building the new Capital Planning Unit, which will take a leading role in shaping the Capital Improvement Plan Budget and advising DC government agencies on how to best leverage their capital resources. He has a Master's degree in Urban and Regional Planning from Jackson State University and a Bachelor of Arts degree in Communication from Mississippi Valley State University. Aubrey attended the John F. Kennedy School for Government's Senior, State and Local Government Officials Program in 2005. Aubrey also obtained a graduate certificate in Public Management from George Washington University’s Certified Public Manager program in 2007. He is also a former Adjunct Professor in the Master of Urban Studies Program at Savannah State University and a frequent guest lecturer at Jackson State University.
He is a member of the American Planning Association and the Society of Certified Public Managers.
