Upper Georgia Avenue Land Development Plan
 
The draft report of the Upper Georgia Avenue Land Redevelopment Plan was released on June 25, 2007. A notice was published in the District of Columbia Register announcing the publication of the plan and the commencement of the public comment period, which concluded on September 28, 2007. To provide the opportunity for public comment on the draft plan, a Mayoral public hearing was held on July 25, 2007. In addition to the testimony received at the Mayoral hearing, the Office of Planning received written comments. A copy of the hearing transcript and written comments are available upon request.
 
The following is a summary of key revisions incorporated in the final draft version of the Upper Georgia Avenue Great Streets Redevelopment Plan.
  • General Formatting:  The plan was formatted using the InDesign program, which allowed the addition of images, graphics and tables not included in the previous draft. Typos, page and figure number inaccuracies have been corrected.
  • Content: Executive Summary and Introduction sections have been rewritten and expanded to include a comprehensive and compelling portrayal of the redevelopment vision for the corridor. The Transportation and Parking section has been revised to include additional discussion of parking conditions along the corridor.
  • Section 5 - Recommendations: An introduction has been added to frame the discussion. All zones include new general revitalization recommendations to improve the condition along the corridor in between the identified opportunity sites. These recomendations include streetscape, pedestrian, facade and landscaping improvements. A corresponding map to identify where improvements should be targeted has been added. All zones include guidance regarding site design and architectural character. The guidance applies to both development opportunity sites and any development occurring within the zone. Specific references to scale transition in areas where new development abuts existing low scale residential areas is included.
  • Conceptual renderings and site plans: Illustrations showing how potential development could be realized have been added for the Gateway and Missouri Avenue (rendering only) opportunity sites.
  • Site specific revisions:
    • Gateway site: The development recommendation for the Gateway zone has been revised to support moderate- to medium-density, mixed-use development.
    • Geranium-Hemlock: This previously proposed opportunity site has been removed from the plan.
    • The Walter Reed Army Medical Center: The WRAMC site was added to the plan to provide guidance for any new development that might occur along Georgia Avenue as a result of the base closure. This zone includes images, a site plan and recommendations for revitalization in this area.
    • Kennedy Street: Guidance supporting the recommendations from the Kennedy Street Revitalization Plan has been included in Zone 5.
  • Section 6 - Corridor Revitalization Implementation: The implementation strategy has been rewritten to emphasized its importance.
  • Implementation: An Implementation Matrix has been added that outlines specifc strategies or action items corresponding to each of the 10 revitalization goals. Strategies designate the responsible agency, timeline and potential funding source.
