| Project Overview
The Office of Planning is engaging area neighborhoods and businesses along the Pennsylvania Avenue SE corridor to create a Corridor Land Development Plan that seeks to transform and unify Pennsylvania Avenue SE into a world-class boulevard. This effort will include an existing conditions analysis, a redevelopment framework plan, a public outreach strategy, and a land development plan. The plan will provide a revitalization strategy for surrounding neighborhoods and a framework to guide future development. The study area for the Corridor Land Development Plan includes all properties fronting Pennsylvania Avenue SE from Southern Avenue to the intersection of 2nd Avenue SE and Independence Avenue.
There are six sub areas located along the study area including:
Southern Avenue to Alabama Avenue (Ward 7) Alabama Avenue to Branch Avenue (Ward 7) Branch Avenue to 28th Street (Ward 7) 28th Street to the Sousa Bridge (Ward 8) Sousa Bridge to 11th Street (Ward 6) 11th Street to 2nd Avenue/Independence Avenue (Ward 6)
The Office of Planning, in coordination with the Offices of Council Members Vincent Gray, Marion Barry and Sharon Ambrose, has formed an Advisory Committee comprised of the many stakeholders in the study area, including Advisory Neighborhood Commissions (ANCs), neighborhood and civic organizations, business associations, property owners and investors, and faith-based and non-profit organizations. The Advisory Committee will work closely with the Office of Planning, consultant team and other government agencies in guiding and developing the plan strategies.
In addition to the Advisory Committee, the Office of Planning will establish an Interagency Work Group to provide District and federal government coordination in plan development and implementation. The Working Group will be comprised of representatives from various agencies, including:

Pennsylvania Avenue Southeast is an integral part of “America’s Main Street.” A vibrant, residential, commercial and retail mix exists in some areas along the Corridor on Capitol Hill while other areas further south along Pennsylvania Avenue and east of the Anacostia River suffer from a lack of diversity in retail offerings and basic neighborhood services. Efforts by the District of Columbia Government have made great strides to provide targeted investment in housing and infrastructure development, but there is growing desire to see more retail and commercial development in the area. The District has made revitalizing commercial corridors such as this one a major priority.
